Postal policy revision

In view of the market development and the influence this has on the regular postal traffic and the income of the postal company in Curaçao, an adaptation of the present policy respective to the postal provisions is necessary.

Points of departure

The following points of departure are taken into consideration when formulating new policy:

  • The universal rendering of services by the postal company must continue to comply with the requirements laid down by the UPU (Universal Post Union) respective to the basic services which it renders in accordance with the concessions:
    End users must have guaranteed access to the services assigned by the government at affordable prices.
  • The quality of the postal provisions must meet the minimum requirements of the UPU, particularly the universal services
  • Tariffs of the universal postal services must be cost-oriented
  • The postal provisions must comply with the conditions of the government and the UPU relative to the price and quality of the services rendered
  • Markets outside of the assigned services must be sufficiently competitive
  • The government must contribute either directly or indirectly to the further development of the postal sector

Objectives

A revised policy must lead to a delivery of postal services in Curaçao, which meets the minimum requirements of the UPU, is compatible with the present developments in the postal sector resulting from e-substitution and is efficient, affordable and retains an adequate quality level.

A focal point herewith is:

  • That the market is further developed in such a way that an optimum link-up is achieved with the increased use of electronic communication
  • That the universal rendering of services by the postal company to the public must continue to be available against an affordable tariff

In order to realize these objectives, the revised policy should be ultimately incorporated within an adapted legislative framework, so as to enable a better use of the possibilities for competition to improve market dynamics. The result of this will be noticeable in a market which is more efficient, more productive and which offers more diversity in the provision of services against an affordable price level.
All in all this implies that the National Ordinance on the Post 1998, (Official Gazette 1997, no. 319) will have to undergo the necessary adaptations.
