Frequency policy

The developments in the telecommunications market are continuously in full swing: traditional telecommunications companies develop into versatile providers of a variety of ICT services, the social and economic significance of ICT networks continues to grow and there is increasing telecommunications traffic in the air.

General policy frameworks

The developments in the telecommunications market and the use of the airwaves not only result in an unavoidable review of laws and regulations in the field of market supervision, but also in an increased demand for available frequency range. For certain frequency applications it is therefore required to guard against frequency scarcity and necessary measures must be taken to prevent frequency interference and other factors which may obstruct efficient frequency control.

This development requires arrangements to be made regarding the use of the various frequency bands and clear frameworks to be laid down for the distribution of the frequency designation and the allocation and issue of frequencies.

Since frequencies often stretch beyond national borders, a clear demarcation of the rules of the game is not only important with regard to local frequency use, but in the formulation of the national frequency policy co-ordination regarding international frequency use is also required.

For an efficient exploitation and control of the frequencies, the distribution of the frequency designation and the allocation and issue of frequencies must be realized in a fair and transparent manner. Herewith promoting the frequency use is a central point of objective, in such a way that it contributes to social, economic and cultural interests of frequency users in Curaçao, warranting national security and duly observing international obligations of Curaçao in the field of frequency policy and control.
